The first round of Kyoto will expire in 2012; it does not include China, The United States – the world’s two biggest emitters. Whatever the past was, the circumstances were, we are not here to discuss that .What we want here is Kyoto to successfully implement second round which fears the threat of deadlock.

Japan, Canada and Russia have said they will not extend Kyoto, unless all major emitters including the United States, China and India join in the new global deal, to mention (UNFCC have set lower standards for developing countries on carbon–cut targets). And this probably is the reason why these developed nations are so scared of…. “China and India will cut loose, make equal standards. This is not the way to go”. They argue. Hey don’t infer that I am supporting China’s move of staying out. To them I will say , “You have got the VETO, you are the largest exporter of manufacturing goods, you are the second largest economy ,you have highest number of Olympics Gold medals and so on……”On what grounds you want to call yourself a developing nation and enjoy the relaxations.

 

It’s not like China, India and other developing nations are not contributing, they have pledged to keep emissions within range, but  have refused to make those commitments legally binding(Copenhagen and Cancun agreements). There excuse is rich countries have burned the most fossil fuels since the Industrial Revolution, and they must initiate first and make a trade off with their economy.

It is the time to move beyond blame games, sit together and reach a consensus .G-77 must come forward and contribute at par with the developed nations, for that purpose developed nations must carry R&D in the area of efficient recourse allocation and share the knowledge with the developing nations. A COLLECTIVE effort is needed. Apart from R&D and any technological reform, they can also introduce structural reforms within. Like Australian government have planned for Carbon Tax and emissions trade scheme in which the government will  impose  a carbon tax on their 1000 biggest companies ,in order to fight global warming and meet targets .So other developed nations can also follow the footsteps. The  benefits of Carbon credits are well known , we can surely innovate similar measures and SAVE the pact ,probably the only pact which can bind the actions of rich countries and SAVE the World.
